UN Convention on the Rights of the Child: UK report
UK Government Periodic Report to the UN Committee on the Rights of the Child July 2007
The UK Government submitted its consolidated third and fourth report to the UN Committee on the Rights of the Child on 15 July 2007. The report sets out how the UK Government is fulfilling its obligations under the convention. The Department for Children, Schools and Families coordinated the writing of the report.
The report includes responses to the committee's concluding observations, as well as details on progress made against the convention since the last report.
Engaging children, young people and NGOs
Since beginning the preparation of this report, the UK Government has demonstrated its commitment to an open and frank dialogue with children and young people, and with non-governmental organisations (NGOs)
At the launch conference the Minister for Children, Young People and Families for England outlined the government's commitment to the convention and its importance in the lives of children in the UK. The conference was attended by children and young people, representatives from youth led bodies, by NGOs and by government officials.
The government has developed an engagement strategy for children and young people in England, in consultation NGOs and youth-led bodies. Engagement in Wales, Scotland and Northern Ireland is the responsibility of each devolved administration.
Children and young people's views
We have used a variety of methods to obtain and report both qualitative and quantitative views of children and young people on broad aspects of the Convention on the Rights of the Child in England. The Department for Children, Schools and Families (DCSF) in England commissioned a consortium of NGOs to gather the views of children and young people on the implementation of the convention. The outputs from the project were incorporated into the report.
We are currently working on the young person's version of the report, which will be available soon.
NGO consultation
An additional UK-wide consultation event took place in May 2007. The purpose
of this was to gather views and comments from key NGOs across the UK. They
acted as 'critical friends' on the draft UK report. This was followed
by a four-week consultation period for the NGOs to submit written comments on
the draft report, also including the views of children and young people.
