Targeted youth support: stage 5 - Deliver
The Deliver stage of the targeted youth support (TYS) change process is where the solutions and plans formed in the Develop stage are fully confirmed and agreed, and where they start to be implemented.
At the end of the Deliver stage...
1. The change plan is rolled out and implementation has started.
2. The TYS project goals and benefits start to be achieved.
3. Outcomes are being measured.
4. A proactive culture of change is embedded and further issues continue to be
addressed by the change process.
5. There is continued communication and a championing of change within the
authority.
6. Implications of solutions are fed into the children and young people's
plan and the commissioning process.

Rationale
During the Deliver stage it is essential that a review process is put in place to ensure that solutions are consistent with the critical questions that came out of Decision Point 2 and that they provide the anticipated benefits for at-risk young people. Some solutions may need to be modified to ensure all services for young people in a local area move towards the vision shared by the participants in the process.
The review process enables partners in children's trusts to work even more effectively, with each organisation and all individuals well supported and confident that their work is valued. They are able to focus better on their core work and reach out more to share their experiences with other local and national organisations.
Effective solutions are developed by all services for young people in a particular area as well as by young people themselves, their families and communities. Because of this, there is enthusiasm and commitment around the implementation of solutions and universal support for their success. The result is young people, their families and their communities all benefit.
Bringing together practitioners to be part of the solutions has really
helped people find the common purpose that we are all working to benefit
children and young people. For example, TYS is bringing in the district
councils and local voluntary groups in a way that we've never had
before.

During the Deliver stage, those involved in the change process are moving quickly up the change curve, implementing solutions that are really making a positive difference to the lives of at-risk young people and their parents and communities.
Regular monitoring, evaluation and refinement of solutions is key to their delivery and long-term success. Services for young people with a collaborative culture continue to use the TYS change process as new issues and opportunities arise.
